What is the Tenant Opportunity to Purchase Act (TOPA)?
The Tenant Opportunity to Purchase Act (TOPA) would give tenants in unincorporated LA County the right to be notified when their rental unit is about to be sold and given an opportunity to purchase it. It's that simple!
This policy aims to preserve naturally occurring affordable housing, fight displacement, and create pathways for ownership for Black, Brown and marginalized communities.
With the help of a tenant association or community land trust, residents can gain partners who will help them prepare, find financing, buy and maintain their homes to build community wealth for generations to come.
This policy does not require the owner to sell below market rate nor does it require the owner to sell to the tenants. TOPA only requires that existing tenants be given a chance to be considered as potential buyers and make a fair market offer.
